It appears that it's a general problem where users can't turn off the Flight mode on their Nokia phones running Windows. Here are some things you can try to turn off Flight mode, based on users experiences:
Factory Reset the phone. It will wipe the settings and you'll have to go through the initial configuration as well.
Use the Windows Phone Recovery Tool and flash the firmware again. it will wipe the phone as well.
Take the phone to Nokia Care and they should fix it for you.
Visit a local phone shop and they will attempt a possible fix as well using firmware flashing or direct system access.
The best answer is WDRT. Install WDRT app on pc and attach ur windows 10 phone to pc automatically the app called WINDOWS DEVICE RECOVERY TOOL recovers the best and latest version of windows 8.1....

Firstly, you should check the error that you're encountering then re-download the main application. You also need to have NET Framework installed on your computer in order to have maximum compatibility with this type of applications.

Note: Install NET Framework first and then launch the installation for the second application.
You can try resetting your mobile phone and reinstall the windows 10.
Try and see if it works.
